The aim of this commission was to produce a Nitrogen & Phosphorous Mitigation Strategy for offsite mitigation for allocated development within the County, focusing on the potential provided by Pembrokeshire County Council landholdings. The project was led by TACP, with specialist input by Cumulus and H Fraser Consulting. We assessed the financial and practical implications of proposed land use changes across Council landholdings for nutrient mitigation and wider environmental outcomes. This included establishment, management and maintenance costs for each mitigation measure, and opportunity costs for affected farming businesses. Cumulus then contributed to the development of a Mitigation Strategy. This gave the Council a clearer basis for decision-making: it identified where nutrient gains could be secured quickly, highlighted impacts on tenants and management responsibilities, and showed how a staged approach could unlock longer-term co-benefits, including biodiversity, water quality, recreation, education, resilience and potential new income streams from nature markets.
