North York Moors ELM Test and Trial – Testing opportunities for blending public and private finance

Snowy own amongst flowers

The aim of this project was to test opportunities for blending public and private finance through the utilisation of carbon credits and initiatives such as Biodiversity Net Gain, water quality improvements and natural flood management to achieve landscape recovery in the North York Moors National Park. This will feed into the co-design of the ELM Landscape Recovery scheme being led by Defra. It will also inform the broader work of the Authority, and farmers and other land managers across the National Park. Our input focused on: assessing demand for Biodiversity Net Gain, Nutrient Neutrality and Carbon Credits; extending and enhancing the economic modelling tool developed by us in an earlier Test and Trial to include private finance options and enable farmers to understand the impact of different payment options on their own farm; and inputting to a series of workshops with land managers across the National Park.
