The Poole Harbour Nutrient Management Scheme (PHNMS) is a farmer‑led nitrate trading scheme operating across the Poole Harbour catchment. Established in response to regulatory requirements set by the Environment Agency and Natural England, the scheme helps farmers improve nutrient efficiency while meeting nutrient loss targets. Launched in 2022, the scheme now includes around 200 farms. The aim of the project is to provide external assistance with the design and implementation of a fair and respected internal trading structure for PHNMS. Stage 1 included review and familiarisation, research into similar schemes and trading structures, and analysis, roadmap and costings. Stage 2 will develop the trading structure itself.
